As of the end of October, Hainan had some 45,000 NEVs, accounting for 3.1 percent of the total number of cars in the province, according to the provincial department of industry and information technology. The proportion was nearly twice the national average.

The wetland protection rate in Haikou has now increased from 16.01 percent to 55.53 percent, making Haikou one of the first international wetland cities in the world. With wetland resources effectively getting protected, the biodiversity and ecological environment have significantly improved.

Production equipment imported by enterprises for own use is subject to negative list management, while the zero-tariff policy for transportation vehicles and yachts for transportation and tourism, raw and auxiliary materials imported for production within Hainan and imported goods consumed by residents on the island will be subject to positive list management.

Hainan has issued a number of policies to attract foreigners to work in the province. Documents focusing on the liberalization and facilitation of personnel entry and exit, as well as employment and practice have provided comprehensive support and services in terms of the entry and exit, residence, as well as work permits of foreign talents.

Building an international tourism and consumption destination, the island province will introduce more enterprises and open more duty-free shops to unleash the effect of tax-free shopping policies. Currently, Hainan has four offshore duty-free shops -- two in the capital city of Haikou, one in Qionghai and one in the popular resort city of Sanya.

The development potential of Hainan is beyond imagination. We are highly confident in the booming growth of China's travel retail market, and we hope to introduce more brands and limited-edition products in China with cheaper prices, and further satisfy the demand of Chinese consumers。

Hainan has been vigorously promoting the construction of a transfer base for the introduction of global animal and plant germplasm resources to strengthen the innovation ability of the seed industry.
